Operational Context:

The Assistant External Relations Officer is closely supervised on issues concerning external relations and public information by the Representative who gives regular guidance and advice to the incumbent. Advice and operational support may also be received from other senior staff and support units at the Country Office.

External contacts are generally with a broad range of officials from national and international institutions, media or general public on matters of importance to the Organization.

The Assistant External Relations Officer will support the Representative with the interagency engagement related to the UN Sustainable Development Cooperation Framework (UNSDCF) and will assist in coordination on the Global Compact on Refugees (GCR) to help promote refugees` economic inclusion through effective partnerships with relevant government line ministries, development actors, private sector, UN agencies, international organisations and NGOs, research institutions and universities. S/he will ensure effective support of coordination activities of UN agencies and NGO partners.

The incumbent will also support the Representative in the continuous advocacy for accelerated and inclusive implementation of the 2030 Agenda for Sustainable Development and Sustainable Development Goals to promote the inclusion of refugees, the internally displaced and stateless people in National Development Frameworks. For this s/he will establish, maintain and strengthen partnerships with a diverse range of actors (including governmental and non-governmental counterparts, with national and local authorities, state institutions, local civil society, UN Country Team and other relevant actors) to innovate, create and mobilize solutions for forced displacement and statelessness as well as to ensure appropriate coordination and information exchange. The incumbent will also assist in promoting GCR, UNHCR`s policies and linkages within multilateral processes as elaborated by the UNSDCF within a broad range of humanitarian and development partners at the country level. S/he will extend support in the dialogue with donors and embassies in regard to pledges and other contributions towards Global Refugee Forum (GRF) as well as other UNHCR global forums and ensure UNHCR`s approach to partnership and inter-agency processes are consistent, strategic and coherent

Given that the operational focus in Georgia is to increasingly move toward an advocacy operation, the incumbent is required to have strong analytical skills; knowledge about the country and in particular political and socio-economic development context, including issues related to (internal) displacement is an asset. Good knowledge of social protection (including cash-based interventions), community based protection and integration programmes are highly desirable. The incumbent should have good drafting and communication skills. S/he is expected to keep abreast of institutional developments as well as political and socio-economic developments in the country and provide regular updates to the Representative.

In view of achieving the above-mentioned results and in addition to the listed requirements of the post, the incumbent will provide support in preparing and holding the briefings for internal and external partners, engaging with sectors and Inter-Agency (IA) Coordination activities as well as making recommendations on IA issues, liaising with external partners and local organizations on behalf of UNHCR.

The incumbent will directly supervise two national staff responsible for the reporting and public information activities.

Apart from the essential minimum qualifications and experience listed below, the ideal candidate should have:

- Proven ability to develop and maintain partnerships with a variety of actors - including government and private sector;
- Proven experience in planning, implementing, and monitoring programmes and managing multiple projects;
- Excellent drafting, presentation and reporting skills in English and Georgian;
- Strong advocacy and negotiation skills in situation involving multiple actors and diverse interests;
- Knowledge of protection, refugee matters and UNHCR`s mandate.

Taking into consideration the specific nature of the post, the following types of experience will be considered as asset:

- Experience of working with development agencies or private sector.
- Experience of working with national governments on development planning.
- Experience of working on forced displacement issues, including with host communities in the country.
- Experience of working with synergies between the humanitarian-development nexus.
- Experience in resource mobilisation.
- Ability to facilitate humanitarian and development actors` interactions.

Functional Statement:


- UNHCR`s media relations and advocacy work in geographic and thematic area are supported.
- UNHCR`s standing with its counterparts is maintained.


- Assist Senior Management in dealing with the challenges posed by the political context, the UN and humanitarian reform, and institutional developments in the area of forced displacement and humanitarian operations.
- Assist in planning and organizing communications strategy that generates support for UNHCR s operations from external partners (e.g. the general public, governments, partners, the media, academia and persons of concern).
- Assist in the dialogue with donors and embassies and provide accurate information by organizing regular briefings, bilateral meetings and missions.
- Assist Senior Management in disseminating information on UNHCR`s global funding situation and mobilize additional funds to implement special projects aimed at enhancing the quality of protection for persons of concern.
- Participate, when requested, in the inter-agency cooperation and communication strategies, initiatives and tools.
- Assist in the management of information flows within the country operations by identifying priority matters, securing, analyzing and disseminating documentation and information to support country operations and corporate communication processes and priorities.
- Assist in the drafting of situation reports, briefing notes, background material, talking points, fact sheets, press releases and articles.
- Assist in planning and organizing advertisements, exhibitions, training seminars, conferences, meetings, social events and other activities to promote a better understanding of UNHCR`s activities and accomplishments by the general public and/or organized groups.
- Support the management of media relations by, inter alia, drafting responses to direct queries, draft press releases and organizing regular briefings and visits to country operations.
- Organize press briefings for external parties as required.
- Perform other related duties as required.


- Organize the distribution of UNHCR publications and the provision of materials to various institutions and individuals.
- Produce reports for donor agencies as required.

Essential Minimum Qualifications and Experience:

- Undergraduate degree (equivalent of a BA/BS) in Political or Social Sciences, International Relations, Journalism, Communication or other related fields plus minimum 1 year of previous work experience relevant to the function. Graduate degree (equivalent of a Master`s) or Doctorate degree (equivalent of a PhD) may also be accepted.
- Computer and IT skills (MS Office, website preparation, etc.).
- Highly developed drafting ability in working language of duty station.
- Excellent knowledge of local institution, politics and culture.
- Knowledge of English and UN working language of the duty station, if not English.

Desirable Qualifications & Competencies:

- Completion of UNHCR learning programmes or specific training relevant to functions of the position.
- Knowledge of additional UN languages.
