Position: Deputy Chief of Party (DCOP), USAID Georgia Information Integrity Program

IREX seeks qualified Deputy Chief of Party (DCOP) candidates for the USAID-funded Information Integrity Program in Georgia. The program will enhance Georgian efforts to advance the integrity of the information space and build societal resilience in the face of disinformation and propaganda campaigns. This effort will seek to build upon existing efforts in the country to enhance coordination among different actors addressing these issues and to strengthen the capacities to provide more data-driven and impactful approaches.

Only Georgian citizens or expatriates with residency status and Georgian work authorization will be considered. This position is contingent on funding.


** Provide strategic leadership to and general oversight of the program`s operations and administrative staff
** Supervise and mentor several team members to ensure effective execution of annual implementation plans to achieve both program milestones and targets
** Manage the technical components of the program in conjunction with the COP—ensuring that they are properly executed, responsive to changing program requirements, and results-oriented
** Participate and contribute to meetings with the donor, external stakeholders and local partners
** Lead drafting of program documents including compiling inputs from relevant team members (Annual Implementation Plans, annual, quarterly, and monthly reporting, and other USAID reports and internal progress reports)
** Manage effective communication and coordination with IREX`s home-office team
** Provide review and input on grant agreements and/or subcontracts
** Provide leadership in financial reporting, audit reviews, and assessment processes.
** Ensure that all operations are in compliance with IREX, USAID, and Georgian policies, regulations, and laws, respectively
** Monitor budget and provide required reporting in close coordination with IREX HQ
** In coordination with IREX HQ and the Chief of Party, establish and ensure implementation operational policies and procedures for the program

Skills and experience:

** Georgian citizenship or residency with work authorization
** Master`s or higher degree in Political Science, International Studies, or relevant field
** At least seven (7) years of progressive international experience working in journalism, media sector strengthening and reform, civic engagement, or related fields
** Experience in managing and implementing multi-component programs; demonstrated ability to effectively manage staff
** At least four (4) years of experience in managing or supporting donor-funded development programs of similar size and complexity
** In-depth knowledge and understanding of countering disinformation, media and civil society development issues in Georgia
** Familiarity with the key government stakeholders, relevant private sector actors and civil society organizations working on disinformation issues, and an understanding of the dynamics and relationships among these stakeholders
** Substantial experience in implementing complex civil society, governance, and media development programs preferred
** Proven track record of working effectively with other programs, media and civil society, high-level host country host government counterparts, and other international partners
** Must possess the technical, managerial and communication skills to assume all related responsibilities of the COP position on a full-time basis if needed
** Effective oral and written communication skills; ability to provide written reporting in English for the program is required
** Strong representational and organizational skills
