USAID/Good Governance Initiative (GGI) Fellowship Program.

About GGI:

The Good Governance Initiative (GGI) is a five-year program funded by USAID and implemented by Tetra Tech ARD. The overall goal of the project is to strengthen transparency, accountability, and effectiveness of governance in Georgia, including the legislative and executive branches at various levels. One of GGI`s primary partner is Ministry of Internally Displaced Persons from the Occupied Territories, Labour, Health and Social Affairs of Georgia (MoILHSA). MoILHSA is a state agency dealing with policy development in four key directions, such as: IDPs, labour and employment, healthcare and social protection. Ministry aims to promote health, welfare and employment of the population and ensure decent working conditions for all.

The Fellowship:

To help contribute to these efforts, GGI is currently recruiting fellow to be placed with the Ministry of Internally Displaced Persons from the Occupied Territories, Labour, Health and Social Affairs of Georgia namely in the office of the Deputy Minister.

Successful applicants will have a unique opportunity to acquire first-hand experience in elaboration and analysis of policy documents addressing following policy priorities of MoILHSA: development and implementation of employment policy, development and implementation of social protection policy.

GGI fellowship is a full-time, three-month program covering the period from February 2021 - through April 2021 with a possibility of extension.

Duties and Responsibilities:

** The applicant, under general guidance and supervision of the Department Head, is expected to undertake the following activities:
** Research-related activities, with particular focus on employment and social protection policy:
** Research assistance to support on-going policy planning activities;
** Research assistance in conducting Regulatory Impact Assessment reports as required;
** Assistance in ad-hoc literature/web searches and data collection.

Program/Policy implementation:

** Support in the implementation of the employment/social protection policy/state programs including organization of events and other related activities.
** The fellow will also undertake some day-to-day operational tasks which may include building and/or updating databases, drafting concept notes, relevant reports and PowerPoint presentations; updating websites; etc.

Management and Working Environment:

MoILHSA fellow will be based in the office of the Deputy Minister, focused on policy development and monitoring in different areas such as: employment and social protection policy, under MoILHSA. MoILHSA fellow will be accountable to the Deputy Minister and GGI staff. The fellows will receive monthly stipend of USD 250 (Gross).

Training:

Upon commencement of the fellowship, fellow will be provided with orientation training on the GGI project and its activities, work and operations relevant to the public agencies, their placement and assignments, as well as administrative procedures and reporting. Additional training opportunities may be offered through GGI`s programmatic activities.

Required Qualifications:

Education: University degree (master`s degree preferred) in public policy analysis and/or public administration, economist or equivalent 1-year work experience;

Functional Competencies:

** Communication: Speaks and writes clearly; listens to others, correctly interprets messages from others and responds appropriately.
** Teamwork: Works collaboratively with colleagues to achieve organizational goals.
** Planning and Organization: Identifies priority activities and assignments; sets clear targets and deadlines; allocates appropriate amount of time for completing work; foresees risks and allows for contingencies when planning and implementing his or her work.
** Language: Excellent written and verbal communication skills, both in English and in Georgian languages;
** Ability to undertake research activities in the identified fields of road;
** Good knowledge of computer programs (Microsoft Office, Excel, Internet).
